so, everytime you shutdown your OS, the computer will just restart? and boot again?

if this is the problem, try one of this.
    -reformat your OS,
-reset Bios (by shorting the pin 1 and 2) see motherboard manual.
    -Change your power supply
    -Change Motherboard

Hope it Help, Please Rate My Answer, Thank You…

Likely you have Adware\spyware or a virus. On shutdown the Operating system is having trouble shutting down the offending software causing your system to hang.

    download and run these

Sometimes a program that is running won’t shut down, and this won’t allow Windows to shut down. When you push "shutdown", and it doesn’t, right click on the lower right corner and when task manager is shown in the menu, click on it and then on applications. See which programs are still running.
Highlight the program that is still running and then click "end task". See if your computer will shut down then.
That won’t "cure" your problem but will help you find what one is causing it. If there is aprogram that is not shutting down, you need to find out why. Maybe a virus or just a program that is stubborn.

I have a program that doesn’t always shut down, but my windows will alert me and tell me that the program is failing to shut down, and then I end it in task manger.
